5th Gen white forest

i just wanted to know how to change the people/pokemon in the white forest and
can multiple pokemon appear in the water for example somtimes its lotad other times its a surskit

Well yeah depending on the people that are there, you can get lots of different Pokemon in the water at once. As for the people, the only way to change those (and Pokemon) is to meet up with somebody in real life with Black and then go to Entralink and communicate between their Black City and your White Forest, which'll then bring people to your forest, and ultimately more Pokemon. If you don't visit it often then you'll have no people which is a bad thing. :(
