Who is 'Philip Bartlett'?

I know, this is probably going to be toughy for you guys, but I'm a little confused here.

I know that Phil (my name too :D) is/was the voice for Mewtwo (my favorite monster :D) in "The First Movie" (that I have recently seen since 6 years... wow,that could have been a much much better movie) and finding information on him on IMDB led me to believe that he died in 2001.... but, I also see that he has another alias, or is that not true?

Who is this guy and why do voice actors usually use strange aliases sometimes? (A La David Hayter in the first Metal Gear Solid.... as Sean Barker)

I'd like to find that out for myself. I know whenever Mewtwo Returns was dubbed, Dan Green subbed for him. So whenever the character returns, I expect Green to return.

Barlett also voiced Mewtwo for the Puzzle League game for N64, so that's something, right?
