Yes, it's true, but the best legendary is not chosen only by its attack. It is chosen by all stats, type, everything. But I'll respect your opinion, and many people choose Deoxys. But for me, it's Arceus.

Arceus with Life Orb, Extremspeed, Shadow Claw and Earthquake > Deoxys any day. Few things will be able to do anything against it after it has a Swords Dance or two up, while Deoxys gets raped by any first-priority move due to its abysmal Defenses and HP.

Bad reasoning imo. Plates fail on Arceus, Life Orb is much sexier.

*edit* Just one more thing about Ichida's post, Deoxys is also inferior to Mewtwo and Darkrai. Mewtwo has a bit less attack power for a whole lot more bulk, while Darkrai has a STAB super effective move against quite a lot of ubers combined with amazing Speed and Sp.Attack and good defensive stats as well as a 90% accurate sleep move and a trait that basically gives it a free Nightmare.

The topic was "strongest" legendary, not "most well-rounded" or "best defended." In terms of pure strength, Deoxys outsmacks all of them.

Arceus has the highest base stats - so? What you need to look at is stat distribution. Mewtwo has a base stat sum of 40 lower than arceus, but they are distributed in a logical sense - to make mewtwo strike first, and kill. Arceus's stats are evenly spread out, making him mediocre in everything.

And for every plate arceus can attach, mewtwo can use a super-effective move against him. AND because of the fact that mewtwo is alot faster than arceus, he will have the first move. AND, with mewtwo's outrageous special attack, combined with a supereffective move, will have arceus overwhelmed into a 1HKO.

Deoxys does not compare to either remotely... I'd put lugia right behind mewtwo and arceus.

Deoxys loses because that's just one form of it. It's not fair to just pick whichever one will work best in that situation..

Just like my lv 100 magikarp will kill a level 1 mewtwo if the mewtwo is frozen solid and doesn't know any moves. My magikarp works best in THAT situation...

It IS fair because there's very little reason to use any other form of Deoxys. Attack Form has the highest attack power of all existing Pokemon, and speed enough to outrun Mewtwo.
