Johto's team rocket is a new version of it, hence Neo Team Rocket. In the manga they are simply called Team Rocket of Johto.

There are six who have full masks and also the leader. The other 2 ahd their masks split while the four took off their masks. The two from the four ran away and became ordinary people. (Or maybe I'm wrong because I don't have the Johto manga...so sign the petition to bring it back!) X3
