3rd Gen who was the toughest gym leader?

Flannery, for one stupid reason - Attract.
 
The toughest for me I believe was Norman, stupid Normal types almost having no weakness other then Fighting. Had no Fighting types either, making it more of a pain to battle.

As for Emerald, I would have to say Tate and Liza, still never beat those two.
