Considering it's not like one Deoxys didn't even do much to begin with, I'd say it's a rather weak comparison between the two.

Plus the whole movie's background motive was pure crap. :|

In the movie it looked like Rayquaza was doing more of the attacking so who knows what would happen if Deoxys attacked more.
