Whos the best water Pokemon?

Looking at the poll now, its funny. Politoed has turned into an absolute beast of a pokemon :) I would pick Politoed or Vaporeon.

2) in terms of special attack power -> Kyogre and its massive sp.attack power. (To Eevee_Girl: even in a tough situation where "only legendary goes," Kyogre can still make up a great potential danger. Out of the legendaries, it is still a dangerous "KILLER" whale.)

Please, when it comes to special attack,
1st: Deoxys(Attack Forme)
2nd:Mewtwo
3rd: PALKIA
3rd: Dialga
5th: Kyogre
5th: Rayquaza
5th: Deoxys(Normal Forme)
etc...
