Why do Ash & comapny's pokemon evolve yet?

Pikachu's tail hit Ash's hand, not the stone, that's why he didn't evolve.
 
I think Pokemon choose when they want to evolve, Grovyle seemed like it didn't want to evolve but it had to just so it could prove it was stronger than Tropius
