Why do silcoon and cascoon only give me 1 ev in defence?

    Why do silcoon and cascoon only give me 1 ev in defence when they are supposed to give me two?

    I have am EV training a lvl 16 Skarmory. Ok im killing Silacoon and Cascoon in the petalburg woods they are about lvl 5. After killing 21 of them I only gained +5 in defence when i leveled to 17. Why?
     
    The Ev training is such a boost for all pokemon, but you don't see the results in the lower levels, although when you level your pokemon to lvl 100, the results are gigantic. Don't lose your hope when you see the results of Ev training in the lower levels ;)..
     
    They only come into effect fully at level 100.
