Do you mean why Adult Swim original shows never air in Japan? Or why there isn't a Japanese version of Adult Swim?
At any rate, it could just be a simple case of licensing issues, a difference in culture, or because there isn't much interest/marketing value in dubbing the shows into the Japanese language.
