[Questions] Why is my card like this?

I was going through my old cards and found this 1st edition base Dugtrio but it seems like maybe it was cut wrong? Was curious if anyone else has come across something like this. (Phone picture so the quality is not great)

This appears to be a miscut. its when the factory cuts the pokemon card off the sheet the wrong way and the borders are proportioned incorrectly as a result.
