[Theory] Why Scrafty is in the Dragon Egg Group

If you didn't know that Scrafty is in the Dragon Group, well now you do. Besides this, he can also learn all the major dragon moves, including Dragon Claw, Dragon Pulse, Outrage, and even Dragon Dance via breeding. But the question is: why?

Well, Scrafty is based a hoodlum/gangster (it's classified as "The Hoodlum Pokemon"). Serious gangs often name themselves after fearsome beasts to frighten people, and show their strength. So, some gangs could name themselves after dragons, which are often depicted as quite scary and powerful. Also, Scrafty is partially based on a lizard, and reptilian Pokemon, like Feraligatr, are also in the Dragon Group.

I think it's Scraggy and Scrafty's lizard basis that is the reason behind being in the Dragon egg group and learning certain Dragon-type moves. The Dragon egg group mainly houses reptilian-based Pokemon, which is also a notable basis for some Dragon-types.
