Why are the thread revival and forum advertising are not allowed?
    I want someone to explain..

Most times a thread is revived the person in question either doesn't add to the topic or doesn't have anything to add that hasn't already been said. And if they want to talk about the subject then they can always make a new topic about it. As for advertising that is what your signature is for. Advertising within a topic or any other medium is unnecessary as you can't really discuss somebody saying "Hey join my site k thnx bye".

Well, I guess from my understanding: bumping old threads is disruptive because they take space away from newer, more timely threads. Also, they tend to be choked with conversations that are long over and information that is no longer relevant or of interest. That isn't true 100% of the time, but it's true for most older threads, and so mods can maintain a blanket rule against all forum necromancy. The rule is much easier to understand and enforce that way, as opposed to an unpredictable case-by-case approach.

As for advertising; well, according to the rules:
"If you'd like to link to a website, then it must be relevant to the discussion. The only acceptable advertising may be done in your signature."

[If I'm wrong feel free to correct me. @__@]

This thread explains the one-month in many different ways, since it hasn't been long since the topic was raised.

As far as advertising is concerned, ignoring the discussion is generally spurned. If you link to a deviantart from an art gallery that's fine I believe, as long as they can see some images without having to leave. A link in a discussion is alright too; you can generally see when it's fine from social cues. But advertising forums is both annoying to most and trying to take members from our esteemed host.

The forum rule is an older one, and goes back to the idea that it might "steal" users from PC.

It's in the same idea sector that Google wouldn't advertise Yahoo! and Walmart won't advertise Target.

I'll give all of this a basic summary...just for review.

Thread Necromancy: Contributes to clutter. Users are encouraged to RESTART a thread if they wish to discuss it again. This makes room for new topics to flourish and be found easily and allows older topics to take a rest. Perhaps after a month or more, new perspectives and things can be brought to the subject. That's what makes reviving a thread by starting a new one with the same subject useful. It carries none of the old baggage and ideals of the previous thread, because people can be sheep. If the same thread is recycled over and over again, the answer to it may never change.

Forum Advertising: It's purely and blatantly a STUPID, POINTLESS AND ANNOYING MESSAGE. Affectionately referred to as SPAM. Have a new website? No, we don't care to have our discussion interrupted by your cry for attention. We allow for you to leave a link in your signature yes. That's unintrusive and effective enough. Signatures can be ignored. If you want people to come to your site, sit down with us and chat. Join us, make us want to join your site by letting us get to know you as a good person. Then maybe we'll gladly click that link in your signature to give your site a try. Maybe we'll even be able to become contributing members...it depends on how well you run it.

Most people at PC don't tolerate abusive staff on any site, and that's why they like it HERE! Because for the most part, the staff here typically doesn't abuse anyone who doesn't do SOMETHING to deserve it.
