I have a Ralts on my team through an encounter code, but I can't evolve it without the National Dex. I am reading up on it, and it appears that if you give yourself the National Dex too early, you can't battle the Elite Four. It says you should be fine if you wait until after you get the Tea from Celadon because you can theoretically obtain the National Dex by trading in a Gen 2 or 3 Pokémon after that point without cheating.

Does anyone know anything about this?

Seems to be a unique problem to me. Unless you know enough about FR ROM structure or Save RAM structure; you'll probably need to just hold off on evolving Ralts...or straight up encounter coding whatever evolution of Ralts you want to encounter.

Theoretically though if you knew how to compose GS codes; you could instruct the device to set you back to Kanto Dex Only mode so that you can undo the changes after ralts evolves and you choose to reach the point where you would naturally get the National Pokedex.

If you're actually emulating Fire Red however, you can always create a patch file to hack the ROM in order to do this: This is presuming you're knowledgeable enough about ROM hacking and are comfortable enough to do this on your own; and are completely ok with making minor changes to the stock Fire Red ROM to assist your playthrough.
    Evolutions work without National Dex:
    Spoiler:

Not sure about the elite four part.

If you're emulating firered you could check this thread out.
Unfortunately I couldn't find anything in this thread that would help someone hack the pokedex unless they were Emulating the game. I can only assume they are using a physical console because they refer to "GameShark"; though I may be wrong as I know some emulators can mimic GameShark functionality.
