    There are many questions unanswered?
-Why are the pokemon of some trainers (Lance, Bruno, Blue) weaker
than they used to be in Gen1?
-Why does Blue not have his starter pokemon in his team?
-How did Lance become the champion?

    My view is this...
After Red became the champion, he left for a deserted place, so the
champion's position was left empty. Meanwhile, during Red's absence,
a fatal, highly contagious pokemon disease infected Kanto. Red's
pokemon were unaffected, because he was missing, but Lance and
Blue lost their old teams, so they had to train new ones.
Eventually, Lance became the champion (likely by beating Blue in a
match where they both claimed the position).
Also, there is another, even more interesting probability. What if
Red and his pokemon also died of the aforementioned disease and
the Red in GS is a ghost? I mean, he gives off such a feeling.

I think you're looking into it a bit too much.

    Just my own thoughts

-I've heard the theory about how Gym Leaders switch around their teams depending on who they face, I can't directly remember but it's even been mentioned in the series a couple of times. This could explain why some of the trainers are weaker

-Also, maybe levels aren't actually canonical to the game, and it's only something the player sees. Usually in the game it says "Battle and make your Pokemon grow stronger." I can't remember it ever telling you to level up.

-I can't think of a reason Blue wouldn't have the Eevee. Maybe the new evolution's were discovered in between games, and he wasn't satisfied anymore. Or maybe like I mentioned above, he switches his team around. He's known to do that in the original game, where he stops using Raticate.

-Red probably declines the position as Champion.
