Think of it. As soon as you catch a pokemon, info about its
biology shows up. How does the machine register that
information by just 'sensing' you captured a pokemon? It's
obvious that knowledge was in the pokedex all along. Prof
Oak completed it years ago and lied to you and your rival,
so that he could give you a challenge. As soon as you capture
a species, the 'locked' page regarding that certain species is
unlocked.
Also, when you 'complete' it, all Oak does is be like ''wow, you
did it, cool'. That's further evidence you just thought you did
what Oak had already done himself. If he hadn't already
completed it and you told him you had fullfilled his lifelong
unfullfilled dream, he'd get much more delighted than that.
