The Kyogre has no EVs but I can EV train it upon request if you'd like.

Are you sure it wasn't EV'd any then.? Can test it by trying to give it 10 vitamins in every given stat and see if it lets you. If it doesn't, it's been EV'd some already.Its OT is Serra, I actually don't know how it was leveled up. If you're still interested I would like:
