Alright just had a few questions about a fire red hack im working on

    1. How can I change the sprite of a character? Not an overworld sprite but for example professor Oak's sprite in the opening scene?

    2. Is there any way to completely skip the whole "Oaks Parcel" beginning quest thing?

1.) download nse (nameless sprite editor) and then click navigate
open in the bookmarks BPRE -> Sprites -> Intro -> Oak
change the palette to 461CD4 (oak's individual palette)
and bam you can edit it

2.) yep! just edit the scripts involved

Not sure about the second, but I imagine it would involve setting the parcel flag at the start and then get him to give you the balls.

As for the sprites, you can use unlz to find the character sprite offsets. Then, in NSE, go to view -> offset and type in the details. From there you can import new sprites as you would do with overworld sprites. Palettes can be a bit fiddly though. You may have to manually input the colours into the palette.

EDIT: well, BluRose's solution seems quicker if you just want to change Oak. Unlz is great though if you need to find offsets for other sprites.
