4th Gen Wow that's hilarious

Aww its so cute and I've never noticed it. It makes me like Rattata more

Like many people before me have stated, I think that the appearance is a cutscene to inform us that the Tower is infested with the Rattata. My opinion on it is simply adorable. I love how realistic it seems. Instead of an empty Bellsprout Tower, there's one with the Rattata that we alwayss run into. :)
