2nd Gen Wrap, The Cheapest Move Ever...

But By the time Clamperl was created, Clamp didn't work that way anymore. Also, it can't learn Hydro Pump.
 
A good strategy: In the R/B series, first paralyze the foe, and then use wrap until the other die.
I always found it useless xD, until a little Bellsprout killed me in that way xD! Friggin Bellsprout, he was in Lvl12, and my Blastoise in Lvl39!!
 
Ugh, Wrap was always annoying, never KO'd my Pokemon though, thank goodness. But still rather frustrating.
I find Protect to be rather cheap as well, Disable too. Especially when the enemy Pokemon disables the move you're about to use. :(
