Can anyone explain exactly what triggers it to evolve into its two forms, what determines if u get sillcoon or casscoon?

The evolution of a wurmple is determined by code that is not seen by the player called "its personality value", basically making the evolution (in theory) a 50/50 chance and basically random on what is obtained.
