This is the epitome of bad hosting. Its too costly for what it offers, and why would you suggest something like that to someone who just wants to use something while learning HTML. Use Freewebs, then there is Geocities but that has too many ads, then there is tripod (cant remember crrectly)...

PHPBB is popular, personally I don't like it. MyBB is decent just simple. IPB are quite nice, not better than vB so you might be better off buying vB instead of IPB. In free software, SMF is probably 'THE BEST' imho. Just try them out, you'll really never find something better than vB.
