You need to buy RPG Maker XP to use it. It's illegal to pirate the software - though you probably won't be caught. Most game devs give out their RPG Maker games for free anyway.

Even if it were possible, it wouldn't be necessary. They wouldn't sell enough extra copies based on multiple regions for it to be worth the time and money. I don't think all regions would work very well, since they're all very similar. It's best to just combine all the old features into one...

It would almost certainly be impossible for humans and pokémon to mate with each other, let alone legal, considering pokémon don't seem to mate in the same way as humans do, as they lack reproductive organs. Of course, that doesn't rule out non-reproductive "stimulation", but I doubt pokémon...
