Whether Black and White is the "best" is subjective honestly. I'd be glad about BW getting a perfect score, but Famitsu isn't really that reputable review-wise.

Its called a sequel. Adding features to make it different from its predecessors is sort of the point.

Pokemon games have had little story variety as it is. If every Team was like Rocket, then it would be pretty boring. There would be nothing that sets each TR apart from any other team.
