Honestly alot of people here aren't very smart. This set is decent at best. Pikachu is to frail to use Rain Dance and live. If you are going to use this set switch Rain Dance for Substitute and have another pokemon Rain Dance for him

They should. Just get a Ditto or a Fairy pokemon with it
