When you say "Mudkip" you don't instantly think of cute Pokemon, you think of that gross monstrous swamp monster it evolves to xD whereas with something like Pachirisu you think "OH MY GOD THAT'S ADORABLE I WANT TO HUG IT <3333333"

And, it seems like the cute pokemon are mainly the pre-evolution while the fully-evolved pokemon are usually fierce but still adorable xD
