Never played one of the Sinnoh games? I'm pretty sure there's a couple of those PI's there who like to gamble with Horn Drill on Goldeen and Seaking.

Focus Punch is much better in the PMD games. In those games, you can use it even if you get hit while charging it up.

I found it too much fun to make a problem out of it. :P
They probably just wanted to give Breloom access to Focus Punch which wasn't a TM, so the only way to get it there was through breeding (because putting it directly into its moveset is no fun).
