Legendary pokemon generally don't have pre-evolutions. Then sinnoh came and gave us Phione that hatches from Manaphy but does not evolve. SM came and it introduced an evolution line for the mascots. However i feel they should not of bothered with Cosmog and Cosmoem. Here is why:
1. Not useable - both have no legit attack move and can not defeat an opponent. This essentially makes them useless.
2. Legendaries are not suppose to have evolution lines - the concept feels wrong. Legendaries are suppose to be complete beings that do not evolve or have pre-evolutions. The exception is Phione since it does not evolve and i believe that is fine.
3. They exist only because of the story - it is clear they were made because the story required them to exist. I don't like this and prefer a story without them and lillie. Solgaleo and Lunala didn't need pre-evolutions.
To me Cosmog and Cosmoem are pokemon that GF shouldn't have made. I don't know why they called legendaries since their move pool proves otherwise. I think GF made a mistake.
