You're still early in the game so the high level won't listen to you until you beat all of 8 gym leaders.......Most of legendaries have a Lv. 50 or up so I don't think you can find any legendaries that can listen to you right now excapt for some event pokes though ^_^

They are around 50, Sorry I have only one Darkrai so I am not willing to trade it away ^_
