This is kinda true. The only exception I can think of is Drilbur, which evolves at level 31 and is found at levels 10-13.

It bothers me a tad. Probably because I'm not too good with training my pokemon — I usually just let them gain experience by letting them battle against trainers. Like, ONLY trainers. Gym trainers, the ones that you have to battle in order to get by, etc. Maybe I shouldn't do that.
