I actually have a 5 IV Scyther someone traded to me, which I am using for one of the parents, along with Destiny Knot and Everstone.
I do not yet have a 6 IV Ditto, sadly..Will look into that.
I'm not entirely new to breeding, but neither am I experienced, and I appreciate your offer of help. May I send you a message if I need any help? :)

Legendary Pokemon are allowed. Only the ones banned by battle facilities are banned.

The Pokemon needs to know the weather move, not just be able to know the move.

You can use any means of training, except the obvious hacking in hundreds of Rare Candies, which I should add to the rules now that I think about it.

You can use stronger Pokemon to raise your team. The challenge is pretty much designed to be easy to complete in a short time, because we don't have long to do it.

Haah yeah - I marked the IV's - but I mark them differently than most people I think, I use Heart for HP, Triangle for attack, Circle for Defense, Square for Sp. Def, Star for Sp. Atk, and Diamond for Speed.

Reckless Starly, Weak Armor Dwebble, or Sniper Spinarak - all have hiddens :3 2 are male though, but they are 5 IV at least.
