I'll jump in on that VM to Polar if you don't mind.
While I don't intend to discuss Fokko's ban here, I will simply say I've traded with Fokko numerous times. I also have a Power Saves myself - which I only use for cloning. So I know a little about how this works.
When Lilith sent the hacked Pokémon alert to Polar, myself, and a couple dozen others yesterday, we were told to delete anything received as it could be hacked. However, I'd had good trades with her before things came to pass (I know some of the background, but again can't discuss it on your page LOL). Therefore, I used those good trades to confirm the one Shiny I received, a Shiny Pawniard, is in fact legitimate and will NOT be deleted.
Here's how I figured it out. When Power Saves hacks a Pokémon to be Shiny, the OT/ID are liable to change. That hacked Pokémon being traded constitutes a violation, quite clearly. But going back to my Shiny Pawniard: Jr's ID (which I'll keep to myself here) matches that of four other non-Shiny bred Pokémon received. That tells me that this Shiny, suspect as others might be, is in fact legitimate.
So: if you've had other trades with the same user, then you can check the OT and ID of those other trades. If not, see if you can set up a second trade sometime and compare the IDs. If they come from the same game, but are different, try a third to check further. If it ALSO differs, I would say at that point there is hacking going on. It's not certain, however; after all, they could be retrading something, and I have a lot of Shinies with different IDs and OTs that I might offer for trade. But if you can request something, and the date it shows up happens to be the day you request it, that's another hint. There's also a hack list in the trade forum, which I think will blacklist Pokémon identified as being from Power Saves.
Try checking them against non-Shiny specimens, too. I can help clone something if you find someone to test (don't have to tell me who if you don't want to) so you don't give up something valuable for a hack.
