errr no. some trainers will allow certain pokemon by what their OPINION of an uber is. you cant find fact in a relative question. fact is only to a degree in this situation. proof to my statements above.

not just you. i agree. unless you're going to use an HP/ATK/SPD starmie with recover, (which is harder to use imo), the ATK and SPD on mine is just fine. btw - my aerodactyl is almost finished. i just need a TM 71 Stone Edge.

the title asks to define "ubers". i gave my definition. btw mini-modding isn't necessary either.

infernape was made to be a mix sweeper.. imo blaziken would make a better physical sweeper with the higher base stat in atk.

my opinion of an uber is a pokemon with drastically higher base stats than the normal pokemon and an exceptional move-pool. so a pokemon with very high base stats and that can learn very good moves = uber.
