Of course they can! Your ability to rent a place isn't tied to your nationality. That aside, the EU kind of egalized everything in Europe so moving within the EU is a piece of cake.

I'm not sure, it should be in your dorm rules. I wouldn't bet on it though, any dorms I've looked at don't allow pets, it's the reason I live in an appartment on my own and not my Uni's dorms. But it's worth it, and honestly, my rent is cheaper now than the official dorm one.
