All I can recommend is that you try and redownload and repatch and see if that has an effect. If not, it must just be bugged.

Thanks! Froslass can be obtained by the usual means, just use a Dawn Stone on a female Snorunt (which itself can be captured in certain floors of Frostbite Cave). I don't have a release date for v3, but it should be out by the end of this year.
