Yeah, spriters like Oblivionmew can work on backsprites as well. But remember, people have different specialties and it's not wise to ask an overworld/trainer spriter to work on other things like tiles or fakemon sprites.

well see HOF told me to make it really dark, and if u look at a female and this male right ext to each other the male is a lot bigger than the female but i do have a sprite that isnt so dark

Well Moose you did mess up with the trainer events. I uploaded a screenshot of the trainer swimmer luis event, in which you changed the name "trainer(2)" to "Swimmer Luis". After your modification, the trainer Luis will not approach you for a pokemon battle anymore. Therefore, please don't edit the trainer event names anymore otherwise you will creates more and more issues like this one:
