Yes, but it's a complicated process that involves hex. I haven't done anything like that yet either, but someone wrote a tutorial on it in the Documents and Tutorials section.

Yeah. You still aren't going to get it, because it's his hard work, and no one's going to capitalize on it. And it's definitely not worth asking, because it really doesn't make sense. I mean, if someone came up and asked Bill Gates if they could borrow his prototype new Windows version, it's not like he's going to say, "sure, go ahead". :/
Plenty of hacks already are going to have most, if not all legendaries in them. It's near impossible to have the three regions and the islands in one game (hell, you probably can't even fit just two regions and the islands, if you actually fill them properly).
You don't sound sarcastic at all. You do sound excited about the prospects of hacking, but it's important to know the limitations. A lot of things most people want to do when hacking are simply not possible unless you expand the rom, and even then it's pushing the limits. :/
