Say I have a Weavile holding a Focus Sash. A physical attacker hits it and knocks it down to 1HP, at which point the Focus Sash saves it, then is used up. Does that mean that Weavile would then steal the attackers item, provided they made a contact move? Or does Pickpocket activate before Focus...

All of your Pokemon are just focused on offense at the minute. In Torterra, Claydol and Hariyama especially, you'll probably need to be more focused on defense. Though I hate it, Smogon does have some good template EV spreads upon which you can base your's, so check them out.
