Actually, in Castelia City (OMG I REMEMBER NOW) that sailor who is the Father of Roxie will take you back to Virbank whenever you need to go back. But considering you are in Chargestone Cave, it may take a long time... Plus Growlithe is only found in that area... So yeah. The only way of doing it is by doing it manually if you really want to get it now when you don't have Fly or Surf.

You know Virbank City? Go South from there, and you will go into the Virbank Complex (But you need to go even further South from there, as Growlithe is only found in that part). There are some trainers, and you can find Pokemon there such as Growlithe itself. You could also find Elekid there, in case you like it or it's evolutions. But anyway, in my opinion, the best place for finding Growlithe is to search in the Dark Tall Grass hidden in the middle East, because you can encounter two Growlithes at once!

As for the Fire Stone, I searched on Bulbapedia, and it is hidden. That means the Dowsing Machine needs to be used to get it.

So yeah, have you seen Desert Resort? I heard you could get Fire Stone there. You know, I have a Growlithe, and if the "Fire Stone" thing is true, I am SO going to freak out!

But hey, at Chargestone Cave you could evolve many Pokemon that had exclusive locations to evolve!
