Firstly, the link invalidility is purely on the automatic side of things. All the link does is link you to the first post of your thread, where the infraction was given.
Now. The rule means "The staff are the authority. Don't try and complain and try and ask your way out of trouble." It doesn't mean "You can't ask questions as to why you were infracted.".
You say the Pokémon Adventures - Saga author gave you permission to use the overworlds? I see no credit in the Credits list on your hack. That implies that you want to give the impression that you made them, thus meaning you are claiming them as your own. Which they aren't.
Co500 said TO YOUR FACE that you can't use his overworlds AT ALL, either as a base or unedited. HE SAID YOU CAN'T USE THEM. That means, hilariously enough, you can't use them. If he had said that you can use them and/or edit them to meet your requirements, then yeah, it'd be alright (as long as you credited him/the creator of the overworlds for the base of the sprite you're using). But you did none of that, and he said you couldn't, so you using it anyway is, and you won't believe this, theft.
I don't care if the sprites aren't in the release that people can play (granted, I didn't check before removing the .ips. That's only because there was some sort of game-crashing loop at the beginning that stopped me from checking anyway), your screenshots show the overworlds without credit being given, thus meaning that you are claiming them as your own, which they aren't.

Where does it state in the Community Rules that ROM Hacking is not allowed? Yes, it's illegal, so I, and eveyr other ROM Hacker on the internet, are breaking the law. But it isn't in the Community Rules that ROM Hacking isn't allowed, because, funnily enough, the forum has a ROM Hacking section! Ahaha! Stop trying to confuse me with your pathetic sentences that are completely irrelevant.
Who accused you of using the Red and Green overworlds, anyway? It was mainly the sprites here (bar the last two overworlds - you're right, they are in Emerald by default. The Prof. Oak one isn't, though, so you're still not off of the hook) that you have been infracted for stealing.
Do I seriously need "proff"? The "proff" is that your hack has "borken" the rules by stealing overworlds WITHOUT PERMISSION AND CREDIT, which, ahaha, is stated in the rules.
