IMO special Luxray isn't worth of training. It has huge Attack and only decent SpAtk, but if I wanted to run a special Luxray, I'd try:
- Thunderbolt
- HP Ice
- Signal Beam
- Thunder Wave / Superpower
EVs: 6HP / 252spAtk / 252speed @: Air Balloon (if V gen), Life Orb (both), I'd run a Choice Scarf if Superpower is chosen. But IMHO making this guy special is like making Blissey a physical sweeper or Rhypherior a special Sweeper
+ it's special movepool is very shallow. It has many great options as a Physical Sweeper and In V Gen it can learn Wild Charge which combined with it's large attack is pretty devastating! and it's a slow pokemon, it should have +speed nature, have Choice Scarf or receive a Baton Pass to proceed Sweeping.

Hi! I was thinking of your Shinx.. You want it to be mixed, physically or specially oriended? If Physically I'll breed flawless with Ice Fang instead of HP Ice. The nature will be of your choice - Adamant or Jolly. If specially I'll breed the 31/30/30/31/31/31 HP Ice spread (better than the one you wanted in this particular case), the nature will be Timid or Modest. If mixed I'd run flawless spread with Ice Fang and nature which ups SpAtk or Speed and decreases one of defensives. And I think you don't want Rivalry? Am I right?

If you still want 100% your version, that's OK. I can do this as well :)
