    Yup, STAB increases the base power of the move. Surf's base power is 95 while Water Gun's base power is 40.

    You can easily get shinies by abuse the game's RNG formulas. A computer program (called RNG Reporter) tells you when and where the game generates a shiny Pokemon. You have to advance the frame properly to get the shiny.

    There is a Black/White guide here and a club here. Google search or youtube search Pokemon RNG abuse to learn more.
    There is no maximum, it all depends on what the pokemon are asking you, but can you offer another thing, sorry it's just 4 rare candies aren't enough for two strong pokemon, hope you understand ^^'
    STAB means same-type attack bonus. If the attack is the same type as one of the types of the Pokémon using the attack, then the attack's base power is boosted 50%.

    For example: A Blastoise using Surf increases the power of the move by 50%. Surf is boosted from base power 95 to base power 142, since both Blastoise and Surf are Water-type. However, a Blastoise using Ice Beam does not receive an increase in the base power of the move, since Blastoise is not an Ice-type Pokémon.

    A dual-type Pokémon, such as Lapras, would receive the same-type attack bonus when using either Surf or Ice Beam, since Lapras is both Water-type and Ice-type.

    Same-type attack bonus does not apply to moves that do a set amount of damage, such as Dragon Rage and Seismic Toss.

    It's fairly easy to abuse the game to make it produce perfect Pokemon. One such guide for abusing the RNG is here. I'm fixing on updating it soon.
    IV is a Pokémon's individual values created when one first encounters or receives a Pokémon.

    The IVs are responsible for determining a Pokémon's characteristic, Hidden Power, and variation of stats. IVs range from 0 to 31, where IVs of 30 and 31 are desirable. "Flawless" Pokémon usually have 5 or 6 stats with IVs of 31.
