Well it's easier to just lock the thread with a message telling them why it's locked because one, they'll notice it since they go to the section and two, PM's are private and at least others will be able to know those things as well.

Because there is no reason to completely delete it because it isn't like they are advertising or selling. Plus the members need to know why their thread is locked so they have an idea what not to do again.
