A scout can either be someone who's like a sniper because always watching the enemy and reporting their movements, but not really ever directly engaging the enemy through physical means. Basically, a scout would be the first on the battlefield and check out the area and report their findings back to their leading officer through some sort of communication device. Of course, a scout would still be properly trained like any other soldier.
A spy on the other hand is more hands on, while they also gather intel they're more of a physical force. To get their intel they tend to have missions such as assassinations or undercover operations, really getting in close with the enemy. A spy rarely sees the battlefield as they're more concerned with getting intel on the opposing sides forces, leaders, and y'know typical political stuff.
