    yes, it will increase your supporter's 'rank' with each amount of $5 (or above). so if you have 6.50 on T1 now, and donate 3.50 more, that will be 10.00 and move you to T2.

    Nope. The EVs are maxed out, as far as I know.

    They're EVd. However, the spread is random and unknown. Empoleon is fort in pretty much everything and has ace defenses but needs Aqua Jet. Lucario needs a better moveset. The rest I dunno.
