How do you make banners like that in paint? O.o

Also, I don't have paint in my Start Menu, so I downloaded MSPaint, but it was in Spanish! O.o
(Though I'm used to it now, because I had it for a while.) I tried downloading Paint.Net, but it didn't show up anywhere on my computer. -.-;

I sadly have to admit it is.... I want to drive so when im home alone I dont have to stick here in the house. But I scooter will do fine meanwhile I also admit. Better than nothing I say.
