Yes, I closed it. Even with that message it didn't mean it was the righ section; the notice at the top of Pokecommunity Questions and Feedback mentions and links to places to ask about non-forum matters.
Furthermore, I am not well versed with Emulation and rom hacking sections nor rom-hacking itself (I do not know what presets actually are and so was not sure which of the multiple help threads or resource threads to point you to in the Rom Hacking subsection), hence why I closed the thread. If you want a better answer for where exactly to ask for it, then I'd suggest PMing one of the mods of the sections there (they are listed at the bottom right corner of the section index pages).
