People saying that there won't be a Mewtwo just because it wasn't in the original: Mewtwo was not in GSC because there was no room on the cartridges for the unknown dungeon. Same reason you got no Safari Zone. Now, that isn't an issue.

It's to make sure they're pronounced properly. I can change it, though. The point is, in the past section of the game, they aren't considered legendaries. They're common, ordinary Pokémon. Also, that would have made for a much, much more fun game.

I doubt anything other than Mew and Celebi would be able to learn it.

Sphinx would be pretty good. They could do cryptid animals, like Bigfoot, Yeti, and so on.

Aside from the third water one, I'd like to see if you actually can. Try naming what sprite they're made of. :p You'll probably get the major framework, but I doubt you'll get them all. Anyways, the game will just have this set, so there won't be redundancy. I'll edit or use different sprites...

For a potential Pokémon game based on the land down unda', I will be creating an entire set of sprites, and making alternate forms for Pokémon who will also exist there. I may scratch sprite some, but most will be splices. I think I go in enough depth that you can't really tell most of the time...
