you can't exactly double click the .ips file unless u got some odd software that reconises ips patching.. theres another way: rename the name of the .ips file (example shinygold.ips and firered.gba) to the name of the gba file.. ( shinygold.ips anf shinygold.gba) vice-versa, it is not permanent...
