So i would like to suggest you to visit some session of this website which are the tutorial to tools and beginner rom hacking :)

First thing is first you need to get all the basic tools you need ... download then as without them you cant make your hack.... and you can get suugestion within this website..... and scripting is very easy with a little practice.... there are many harder things in rom hacking so scripting is just a basic.... and if you even make eevee the starter, you might be thinking to add charmander, squirtle and bulbasaur in your game,,, so i suggest you to edit it :)

Do you have any of the tools like Pokemon Game editor or Gen 3 Hacking suite??
you can simply edit that problem with it :)

Oh yes, thats not actually a glitch, I had asked one of my friend to add mega evolution in the game..
he added the mega evolution and then made that person event to check mega evolution....
...
if you like you can delete that event... It wont cause any problem....
and one more thing I forgot to edit.... right now,
the kanto starters dont evolve by leveling up...it was also done to check the mega evolution.

It will be totally amazing,
but I have a thing to ask to you.... as you know the current version of my rombase is not the final version so I might be adding more features also, but If you like the current features then you can continue as it might take me some time to release the next version. and pls if you use this base and find any problem post in the rombase thread :)
